I created a checklist for you, so you know what to do for a working GTA IV.
What to do for a working GTA IV:
1. Check if you have installed "Service Pack 3"
2. Install the game normally
3. Download this: http://thepiratebay.se/torrent/4555595/GTA_IV_Crack_Only_READNFO-0_0008, extract .rar, copy .dll and .exe into GTA dir.
4. Start "GTA Social Club" and skip logging in.
5. Start GTA IV with GTA Social Club
