Loose adaptation of the Dominion Manga (by Shirow Masamune). This piece is more serious and less wacky than the first Dominion OVA from 1980s, but there is still all the mayhem (and collateral damage) that is bound to be raised by a police force equipped with tanks. This OVA also has considerably better animation and cuter Puma Twins than the prequel :)
