Prototype Mouse/video lag fix

Here is a fix for any mouse lag in Prototype (PC/2009)

Something is wrong in the game, where if you have a fast video card, it will overspeed and lag out the mouse, very fucking annoying.

this fixes it... might need a little tailoring for your directory, but the basis is there.
