Au début de la Seconde Guerre mondiale, Salvatore Todaro commande le sous-marin Cappellini de la Royal Navy italienne. Par une nuit noire d'octobre 1940, alors qu'il navigue dans l'Atlantique, il tombe sur un navire marchand armé naviguant toutes lumières éteintes. Il tire ses canons sur le navire et le coule. Ensuite, le Commandant prend une décision destinée à entrer dans l'histoire : il sauve les 26 Belges naufragés qui autrement se seraient noyés au milieu de l'océan et les débarque au port sûr le plus proche, comme le prescrit le droit de la mer. Pour leur faire place à bord de son sous-marin, il est contraint de naviguer à la surface de l'eau pendant trois jours, visible des forces ennemies et mettant en danger sa vie et celle de ses hommes.
