This is the installer of the game. Put it on your usb stick and install pkg on your cfw. Then you either log on psn from your cfw and download the game or you data transfer the installer to your ofw and download it from there (safer way).
Once the installer is booted, the game itself will be downloaded onto your PlayStation3 system. The 136 MB file size refers to size of the installer only.
