Here is the instructions HOW TO INSTALL .PACKAGE FILES!!!
Do the following:
-Documents
-Electronic Arts
-The Sims 3
-Mods (create and copy Resource.cfg from the torrent)
-Packages (create and copy inside all your .package files)
After that reboot the game and here you are.
