These are all of the DLC's for Tropico 4.
I coppied the files from my game..
They were in c:\program files x86\kalypsomedia\tropico4\dlc.
i guess if the dlc folder isn't there you can just make one.
or i've heard of making a "mods" folder inside the "packs" folder
